Automatic Usage-Based Billing Is Coming to Microsoft 365 Copilot Business

What's Changing in Copilot Business Licenses?

Starting November 2, 2026, new Microsoft 365 Copilot Business licenses purchased through CSP will automatically include usage-based billing. Microsoft will apply a default monthly spending limit of $10 per user for eligible AI services. 

This means organizations can immediately begin using certain advanced AI experiences without separately configuring billing settings. 

At the same time, Microsoft is putting a spending guardrail in place from day one, helping you understand usage patterns and establish governance before consumption grows. 

Why Microsoft Is Making This Change

As Microsoft continues to expand AI capabilities across its platform, more features rely on Copilot Credits rather than being fully included within a user's license. 

Historically, organizations often needed to establish Azure billing, configure usage-based billing, and validate cost controls before users could access these experiences. That process could slow adoption and add administrative overhead. 

With this change, Microsoft is ensuring that the billing and budget framework is already established when licenses are purchased, making advanced AI services available more quickly and with less effort.

The Built-In Guardrail for AI Consumption You Will Appreciate

The most important detail is that Microsoft is not enabling unlimited AI consumption. 

New licenses will include a default pay-as-you-go spending limit of $10 per user, per month. You can adjust those limits based on their business requirements and adoption strategy.

    The announcement specifically references usage-based Copilot experiences such as: 

    • Copilot Cowork 
    • Work IQ APIs 
    • GitHub Copilot Harness 

        These services consume Copilot Credits and are billed separately from the base Microsoft 365 Copilot Business subscription. 

        As Microsoft continues to invest in AI innovation, you should expect more advanced capabilities to leverage a consumption-based model.
